ALTOONA DISTRESSED?

THE STATE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT SAYS ALTOONA DOES QUALIFY FOR THE DISTRESSED MUNICIPALITIES PROGRAM. THE CITY HAS HAD A DEFICIT FOR AT LEAST 3 YEARS…EXPENDITURES HAVE EXCEEDED REVENUES FOR AT LEAST 3 YEARS…AND MUNICIPAL SERVICES HAVE DECLINED. THE 2012 BUDGET HAS AN OPERATING DEFICIT OF 1-POINT-6 MILLION DOLLARS AND THAT WILL EXHAUST THE CITY’S ENTIRE UNRESERVED FUND BALANCE. DEPARTMENT SECRETARY ALAN WALKER NOW HAS 30 DAYS TO DECIDE WHETHER TO ADMIT ALTOONA INTO THE PROGRAM WHICH ALREADY HAS 26 MUNICIPALITIES, INCLUDING 12 CITIES.

SANTORUM HEADED TO BLAIR COUNTY

THE LATEST QUINNIPIAC UNIVERSITY POLL HAS RICK SANTORUM LEADING THE PACK AT HOME. HE SCORED 41-PERCENT AMONG LIKELY VOTERS COMPARED TO MITT ROMNEY'S 35-PERCENT. PENNSYLVANIA IS A MUST-WIN FOR SANTORUM, ESPECIALLY AFTER ROMNEY'S HAT TRICK IN YESTERDAY'S PRIMARIES.  SANTORUM WILL APPEAR AT A “RALLY FOR RICK” TODAY AT 3 ON THE STEPS IN FRONT OF THE BLAIR COUNTY COURTHOUSE IN HOLLIDAYSBURG. ALLEGHENY STREET WILL BE CLOSED DOWN BEFORE THE EVENT BEGINS. BLAIR COUNTY REPUBLICAN COMMITTEE CHAIRMAN A-J STICKEL IS PREDICTING 400 OR 500 PEOPLE WILL TURN OUT TODAY. PENNSYLVANIA’S PRIMARY IS NOW LESS THAN 3 WEEKS AWAY.

FATAL CRASH NEAR PHILIPSBURG

A CLEARFIELD COUNTY MAN DIED IN CRASH YESTERDAY AFTERNOON ALONG STATE ROUTE 322 NEAR THE PHILIPSBURG STATE POLICE BARRACKS. POLICE SAY 65 YEAR OLD JOHN BATCHO OF MORRISDALE WAS THROWN FROM HIS CAR AFTER HE SLAMMED HEAD-ON INTO A CONCRETE DITCH.  BATCHO WAS NOT WEARING A SEATBELT. HIS PASSENGER, 61 YEAR OLD HARRY JONES OF WEST DECATUR SUFFERED ONLY MINOR INJURIES.

CHARGES IN DEADLY D-U-I WRECK

CAMBRIA COUNTY AUTHORITIES HAVE CHARGED 32 YEAR OLD DALE MALLOY JUNIOR OF VINTONDALE WITH HOMICIDE BY VEHICLE WHILE DRIVING DRUNK AND INVOLUNTARY MANSLAUGHTER FOR THE DECEMBER CRASH THAT KILLED HIS GIRLFRIEND, 26 YEAR OLD KAYLYNN REYNOLDS. POLICE SAY MALLOY WAS SPEEDING ON CHICKAREE HILL ROAD IN JACKSON TOWNSHIP WHEN HIS CAR HIT ANOTHER VEHICLE. HIS BLOOD ALCOHOL WAS TWICE THE LEGAL LIMIT. MALLOY IS FREE ON BOND.

SANDUSKY SCANDAL

THE CENTRE DAILY TIMES REPORTS THAT CENTRE COUNTY COURT OFFICIALS ARE PREPARING FOR JERRY SANDUSKY’S TRIAL IN JUNE. TONS OF REPORTERS ARE EXPECTED TO CAMP OUT IN BELLEFONTE AND COURT CASES WILL HAVE TO BE MOVED OUT OF THE MAIN COURTROOM. BECAUSE OF ALL THE POTENTIAL INTERRUPTIONS, COURT OFFICIALS HAVE ASKED THE STATE SUPREME COURT FOR PERMISSION TO OFFER SOME COURT SERVICES OUTSIDE THE COUNTY SEAT AT TEMPORARY COURTROOMS AND TEMPORARY SATELLITE OFFICES IN STATE COLLEGE AND AT PENN STATE.

THE PENN STATE ALUMNI ASSOCIATE HAS ANNOUNCED DETAILS OF THE “MEET THE CANDIDATES” EVENT FOR THE 86 BOARD OF TRUSTEE CANDIDATES. IT WILL TAKE PLACE IN THE INTRAMURAL BUILDING FROM 9:30 TO 11:30AM ON SATURDAY, APRIL 21ST, BEFORE THE BLUE-WHITE FOOTBALL GAME. THE EVENT IS FREE AND OPEN TO THE PUBLIC. CANDIDATES CAN DISPLAY INFORMATION AT TABLES, BUT THERE WILL BE NO FORMAL PROGRAM. VOTING OPENS TUESDAY AND CONTINUES UNTIL 9AM ON MAY 3RD. ALUMNI WILL ELECT 3 TRUSTEES.

STABBING SUSPECT BEHIND BARS

ALTOONA POLICE SAY 44 YEAR OLD JUAN RIVERA IS IN THE BLAIR COUNTY PRISON, CHARGED WITH ATTEMPTED MURDER. RIVERA ALLEGEDLY USED A 12-INCH BUTCHER KNIFE TO STAB ROBERT MEEK IN THE BACK EARLY TUESDAY MORNING ALONG THE 900-BLOCK OF LEXINGTON AVENUE. RIVERA RAN FROM THE APARTMENT, BUT WAS ARRESTED LATER. HIS PRELIMINARY HEARING IS SCHEDULED NEXT WEDNESDAY. MEEK WAS TAKEN TO ALTOONA REGIONAL TRAUMA CENTER AND IS SAID TO BE IN CRITICAL CONDITION. BACK IN JANUARY, RIVERA WAS STABBED IN THE SHOULDER BY ANOTHER MAN AT THE SAME APARTMENT. JASON TABIB IS SCHEDULED TO STAND TRIAL APRIL 30TH. TABIB CLAIMS HE ACTED IN SELF-DEFENSE.

BANK ROBBER IN CUSTODY

POLICE SAY THEY’VE ARRESTED THE MAN RESPONSIBLE FOR A TRI-STATE BANK ROBBERY SPREE.49 YEAR OLD JOHN TALERICO IS ACCUSED OF HOLDING UP FIRST COMMONWEALTH BANK IN OSTERBURG, BEDFORD COUNTY, BACK IN 2010…THEN 4 MORE BANK JOBS IN MARYLAND AND WEST VIRGINIA…ALL AT GUNPOINT. THE MOST RECENT ROBBERY WAS LESS THAN 3 WEEKS AGO.

BLAIR COUNTY’S HEALTH

BLAIR COUNTY IS 56TH ACCORDING TO A NEW RANKING OF PENNSYLVANIA COUNTIES BASED ON HEALTH OUTCOMES, WHICH COVERS HOW LONG PEOPLE LIVE AND HOW HEALTHY THEY FEEL. AND THE UNIVERSITY OF WISCONSIN’S “POPULATION HEALTH INSTITUTE” SAYS BLAIR COUNTY IS 29TH OF THE 67 COUNTIES WHEN IT COMES TO HEALTH FACTORS LIKE SMOKING, THE NUMBER OF UN-INSURED, THE RATE OF HIGH SCHOOL GRADUATION, AND ACCESS TO RECREATIONAL FACILITIES. CENTRE COUNTY’S NUMBERS ARE GOOD…4 AND 3. CAMBRIA COUNTY IS 63RD AND 56TH.

EMERGENCY DRILL AT BELLWOOD HIGH SCHOOL

STATE POLICE AND OTHER AGENCIES ARE CONDUCTING A DRILL THIS MORNING AT 8:30 AT BELLWOOD HIGH SCHOOL. THE DRILL WILL PROVIDE SCHOOL EMPLOYEES, ADMINISTRATORS, AND LAW ENFORCEMENT VALUABLE TRAINING INVOLVING A SHOOTER THAT ENTERS THE BUILDING. BELLWOOD RESIDENTS SHOULD NOT BE WORRIED, BECAUSE THIS IS JUST A DRILL.
