Apparently some problems in the initial recommendations from the Act 47 coordinator has caused some uproar at Altoona City Council this week. I spoke with Altoona Mayor Bill Schirff about the Act 47 plan and how it affects the city's budget for next yearand the possible ramifications of a rejected plan should it come to that.
